Mr. D. Macpherson, MP, acting in accordance with section 73(2) of the Constitution of the Republic of South Africa, 1996, has published the attached draft Bill for public comment in terms of Rule 276(1)(c) of the Rules of the National Assembly (9th Edition) and section 154(2) of the Constitution of the Republic of South Africa, 1996.
The Bill aims to make changes to the Preferential Procurement Policy Framework Act, 2000, as well as to repeal the Broad-Based Black Economic Empowerment Act, 2003; and to provide for transitional arrangements to deal with the repeal of the Broad-Based Black Economic Empowerment Act, making provision for matters connected therewith.
Organised local government, municipalities, interested parties and institutions are invited to submit written representations on the proposed content of the draft Bill within 30 days of the publication of this notice.
